This is a good seat for things like working on brakes. The bottom is a reinforced steel tray with 5 casters. It rolls pretty well on concrete.
It's about 16" high at it's lowest height. A little higher than one I had a few years ago but it's not a bad height. Lift the ring and remove a little weight from the seat and it raises to a height of about 21". This is probably a good range to use this seat for things like waxing.
The seat cover is a very glossy red plastic which makes wiping the seat clean pretty easy. I don't exactly appreciate the giant 'ATD' logo on the seat but that's probably just me.
The center post is a gas filled hydraulic cylinder, just like other height adjustable chairs. The gas provides the pressure to push hydraulic fluid and raise the height of the seat. For the record, this is NOT pneumatic and it is correctly named 'hydraulic'.
Assembly is simple. The cylinder pushes in to a taper in the lower tray, then just attach the seat to the upper metal piece with 4 screws and push that on the cylinder. It seems pretty well made.

I wanted a short adjustable stool that could wheel around in my garage while I waxed and detailed my cars.I'm 240 lbs and The Advanced tool design Model ATD 81010 padded hydraulic creeper seat is extremely well built. All parts of this unit are sturdy and heavy duty. Its well worth the price. Its not Hydraulic but I don't care, it adjusts, and quickly. The wheels holders are a chrome covered metal with the rolling part made of a skate board type material, five of them keep you from tipping over. The three section metal tray with the wheels attached to it is sturdy enough to smack it with a hammer and not dent it. The center pole is heavy duty and has a metal plate that screws to the seat with heavy duty screws. If anybody tore the seat they had to have had a knife or screw driver in their pocket. I'm used to buying quality and I'll pay for it when necessary. I more than got my moneys worth. This seat is going to outlive me.
